Mombetsu is located in northeast of Hokkaido in Japan.
That port city is on the shoreline facing Sea of Okhotsk.

Okhotsk tower and a seal
I watched a wild seal in a port of garinko-gou boat. The head of the seal appears in the lower part of the photograph. It is Okhotsk tower to show behind.
